If tariffs are so bad, why do all the countries of the world use them against us?
Sometimes 2 countries sign a trade agreement with each other specifying tariffs that will be applied on stuff. It's negotiated and part of the agreement.
Sometimes a country just begins adding/removing tariffs on another country whenever they feel like it.
Seems much harder to complain about tariffs if your country signed an agreement that you were ok with it.
