If transmission/regulated pressure is that low, I can understand why the remote valves and 3pt. hitch don't work. They need transmission/regulated pressure for pilot pressure to move spools in those valves before they need high-pressure oil from the piston pump.

Question.....this pressure is that low as soon as the tractor is started? No functions are being operated?

There is a check valve in the valve behind the LH fuel tank that is supposed to supply oil to the manual park brake release that can leak regulated pressure. You might need to cap off oil to that entire valve body and see if you have regulated pressure come back.

Item #4 in the first picture is the line that supplies the LH valve body. #8 in the second picture is the check valve .
