They wouldn't honor Minsk Agreement. 

This all goes back when communism fell with the wall... The lines were drawn by the old USSR for administration purposes, and when communism failed they didn't redraw the lines back to an ethnic boundary. The Dombas region was all Russians just like Crimea. They spoke Russian and had their own Religion separate from Ukraine. Ukrainians were committing atrocities in the region, told them that they couldn't speak their language or practice their religion. Putin made several attempts to make peace with them... and to try to get them to honor their agreement on the area.
