We run Firestone Transforce HT tires on dually pickups and usually get 30k miles mostly pulling. What inflation pressure are you running on the tires that are separating?
Swapping to 19.5s (assuming steel wheels) would add a fair bit of unsprung weight to your pickup which will negatively affect everything except tire life.
