Google “print to pdf” lots of free options. Anything you can print you can make into a pdf. Adds a “pdf printer” in your devices on your computer. Simply go through like you are going to print the photo(s) and select the pdf printer and hit the print button. A window pops up asking where to save the file and what to name it and you are done.
