Scranton | The problem I see with a vote every two years is that the will barely be up and running and might be shut down again. It'll be like US House candidates...spending all their time running for office rather than getting things done. A couple other problems I can see: 1) It might be hard to prove if they are giving growers benefits and 2) about the time you vote them out, that might be the time they are needed most.
What is the rate? 5 cents a bu?
