The English liked to do funny things with cold start, like a thermostart "flamestarter" in the intake manifold, or the bosch rotary pump that had the "halfway off" cold start position. Are you sure you're using the correct procedure?

Then again, maybe shouldn't blame the English, I have a C8.3 that as far as I can tell has a genuine cummins flame start intake heater.


Oh yes. Just trying to start, it won't start worth a hoot if you need to wear a jacket. Pull the little knob halfway out (to the little spring loaded stop) and it will start even with a touch of frost on the grass. Added an engine heater, and it will start down to zero so I'm guessing it's just not meant for cold weather.
