Like PVA said, if you get ten inches of snow, that's basically ten inches of insulation and the heat coming up from the ground will soften that ice in a day or two so the water can soak through even if there are still ice crystals present. The drops of fertilizer will act like salt and melt their way into the soil also.
Will snow run nitrogen off?
