All that work is futile really. When you move that soil, you are completely destroying the mycorrhizae that you need to make the soil alive. I would just move what you have to then apply mycorrhizae and soil bacteria, but also check you Sulphur and boron levels. If these two elements are low, then you will have a lot more problems than just the earthwork.
