Elk Water Twp, MN | You were oh-so-close in the process steps to make PDF files permanently behave as desired.
Use File Explorer to find any PDF file on your hard drive, doesn't matter which one.
Right click on the PDF file name and select "Properties"
In the new pop-up window, where it says "Opens with:" select the "Change" button.
In the following pop-up window, select "Google Chrome" followed by the "Set Default" button.
Final step, welcome back to land of sanity. =)
