Hot Water is your friend. Get a 5 gallon bucket with lid, I use used oil buckets. I found a (ivomec style cap that lets air vent and a hose on) and turned it on the 5 gallon bucket. Fill that with hot water and u can use the hose to direct the stream of water at the frozen pipe. On occasion I have had to refill the bucket a second time, but most times I get it thawed with just 1. I also live much further North than you, so it is something I fight with pretty regularly.
