Unless the solar farm wants it specifically for some reason, taking a small village and annexing some rural ground 2 miles away didn't work out well locally. 

First, I don't think they can skip over property to get to the annexed site. They need to annex a certain width strip all the way to the ground in question. 

Suddenly a village maintenance guy is saddled with having to replace farmer culvert entrances to fields, if they need it. 

Suddenly a village maintenance guy needs to address drainage issues in road ditches that run along the annexed property.

That and more needs to be considered before annexation. Locally all the problems were solved with DE-annexation. Everyone was happier in the end.
