besides  what other people recommend,     I'd like to add    what happened here with a 200 tower project

a lot of the roads they were  built by  were just township maintained.     Graded maybe 2x yr.    This included snow. 
  but guess who is threatened with  a law suit   when  it takes  a week or 2 to get all the roads opened after a blizzard?     
We simply didn't have the machines,  manpower or  funds to  do so. 
So,  the County takes over,  buys another patrol,   hires another man,  and  people in that district now pay even more tax to cover it.
