The problem with the lock and dam “upgrades” is that between environmental studies, environmental groups filing lawsuits, etc, that maybe $1 out of $10 actually makes it to any kind of physical improvement.

It’s the same way with the marine fuel tax fund, it’s supposed to go to operations and maintenance of the river system, but the lions share of it goes to environmental groups/projects, or they just keep tying it up in court.

Most locks and dams on the upper Mississippi are way past their design life, and service life, and major maintenance is way behind.

And if it’s not environmentalists it’s the NIMBY crowd. The corps wants to build a mooring cell in the river by guttenburg (lock 10), because people have complained about bank erosion and other issues with waiting tows, but now the same people are against a mooring cell, because it will ruin the scenic view, cause pollution, noise etc.
