My house has zoned in-floor heat in the basement. About half of the basement is carpeted. Another third or so has ceramic tile right over the concrete, and the rest is painted concrete. IIRC the pad under the carpet was a special pad but the floor gives off even heat no matter where you are. As my basement is where my TV room is, it is nice and comfortable. HTH.
