Give them id's. Print on them not for voting. Have a telephone system similar to unemployment set up. Have the employees check in once a month or every 2 weeks. Have them confirm where they are employed and living at. Give a grace period if they switch jobs or get terminated. But 2 check ins with no work during that period then they can go home.
