Maybe you would think differently if you had to live in the same county instead of just the same state. Why does someone that lives 80 miles north of you have to only hunt every 4 years on a farm they own? Yes I think it’s ridiculous when we are overrun with deer and having diseases in deer due to overpopulation and then a guy can’t even hunt his own land.
But no worries there’s enough Amish to poach deer on your property if you’re not there.
You aren't thinking through the consequences. If you open Iowa up to non resident landowners through guaranteed buck tags, the price of rougher ground will do through the roof and hunter access will go through the floor. That will mean way more deer to deal with an no access with which to deal with them. Most non hunters have no idea how sought after Iowa's deer hunting is. The only thing keeping the flood gates closed is limited NR tags.
What disease do you think the deer are getting from overpopulation? It certainly isn't EHD which is the only disease having an impact on Iowa's deer.
