near the platte and the little blue it is heavily regulated but in between and outside its a free for all. the craziest part is the lines that are drawn have no rhyme or reason one guy has to pay $2000 an acre for water rights buying from someone selling and on the other side of the fence his neighbor has no limits. no subtle changes.
