Subject: Highly erodible land

I got a certified letter in the mail saying a field I farm has been certified hel. I always assumed it was and no till all my row crops anyway. The last time I tilled this particular field was when I planted a hay crop on it 10 yrs ago.
Is it that big a deal that something is hel?
I’m thinking about appealing it just because I hate bueracrats.
The lay of the land hasn’t changed since America was established. Why do they just come up with this now?
