You are correct about the historic definition of the word bushel. However we don't trade volumetric bushels or sell volumetric bushels any longer. You sell arbitrary 56 lb units called bushels. Just look at any scale ticket you've ever received for grain sold. If it's corn they divide by 56 whether it's 63 lb or 53 lb test weight. That alone should tell you that you do not sell volumetric bushels if you ever looked at a single scale ticket.
