In my area. Cement plants are happy to go over costs for bins, buildings, anything.
They can tell you recommended thickness, mesh/rebar, as well as psi concrete mix recommended. Plus costs, might even suggest people if you need help.
On electric. I doubt you can take it from anyplace other than main service. I would not consider less then 200 amp service. If 3 phase handy I would price that out. Often motors are cheaper, slightly more efficient. *i understand*

Let’s think 2 fans at least 10hp? That’s plus 100 amp? *I would allow 120 amp minimum* dryer? I figure 40 amp? IDK. But augers. First into wet bin? 7.5 hp? 40-50. Amp? Wet to dryer 5 hp? 30 amp? Dryer to storage 10 hp motor? 50-60 amp.
Bin on full time after floor covered? Run load fans at around + 80 amps? You often will be filling wet while dryer running +40 amp? And it could be filling, or emptying the dryer. 200 amp imo not enough. Then you might want to pull out a load as it was set wrong. Came out too wet. *another 7.5 motor, plus 1hp bin motor*. Plan for expansion. Your electrician can advise you. But I would not consider taking power from shop. *unless 3 phase*
