Don't have ant charts or graphs to back it up but historically .18 to the March, 12 more to the May, and 12 more to the July are considered very good carry, 15,10 and 10 are good carry as interest rates rise then one might get something better as they drop might have to fight for the lower set of numbers.

Edit to add

When thinking about if bin pay, try to keep flat pricing out of your calculations, use carry and Basis improvement as your main numbers, your marketing plan should be separated from your basis and carry plan.
