Can you buy a matching step and hang it with old baler belting or some other stiff but flexible material?

I agree about buying a step from dealer or salvage yard and hang it below the ones that are there, however you want a more solid mount. You don't really want the step to move as you put weight on it or it makes it unsteady/annoying climbing up... you just want it weak enough that whatever holds the bottom step bends or fails before it rips off the rest. JD 9000 combines used maybe 1/4-3/8" plastic sheet for side supports of the bottom step... I think kinda spendy from JD but Shoup sells aftermarket or just cut and drill from bulk sheet plastic. Depending on tractor use and how high the bottom step is now, if you weren't real worried about dragging it through mud or something you could also just use sheetmetal.

Might be worth looking up parts book and see if there was ever anything to do lower step from the factory, also. I know on my TG210 the bottom step is on separate brackets that have a couple sets of holes so you could adjust height. (I suppose there's also a chance you could adapt those parts if you were inclined, but I'm guessing TG used Magnum steps and no idea if they're the same width).
