Remember one of the OPs earlier posts talking about rock at the surface or very shallow depth. If that’s the case, would depend on what your finished grade is going to be. You going to need fill bring it on first to level site then dig down for footing and pour stem wall (or concrete block) on that. If you have a pretty level site with rock would clean out any soft pockets , bring whatever bit of gravel to level, pour slab and construct the stem wall on it. If you do use a footing best to have set on same soil or rock throughout.
