I would do a footing/stem wall with the floor last

Last couple with a stem wall I used ICF concrete forms.

They were steel framed buildings with main frames on 25’ centers. I poured large footings under those and built columns to support them. then drilled holes with the skid steer every 10’ in between them and filled them. The ICF forms then sit on the filled holes between the main frame columns. End walls are a continuous run of ICf on smaller footings spaced out.
