I don't think common.  Just have to learn to say, "Bring the change back".   I remember in the 1960 uncle and aunt was in Los Vegas.  Uncle paid the bill and the waitress keep the change.  It was like 8 dollars or something on a small bill.   Uncle cornered the waitress and she just said, " I thought you wanted me to keep the rest for at tip."
