That is a good idea.
Digging down and putting the foam in is probably the only long term cure.
I did think about making a wooden floor and door entry area to keep the cold away. Probably more practical to just cut the concrete.

You don't need to go below the frost depth with the vertical foam if you come out horizontally with foam also. You don't have to dig as deep this way, just a little wider.
