Probably more of a shiny distraction than a joke. If every newscast talks about Canada or Greenland there will be less focus on questionable cabinet appointees and the lack of any competent plan to address inflation.
Or a more sinister reason is he is trying to make a normalization of takeover of lands to further justify Putins attempt at a land grab by force.
