Your water level is too high. You need to drop it down some so that the wind cannot directly blow on the water, it will greatly reduce ice buildup.

It was -12 yesterday morning here, and our Cobett did not need the ice broken, if there was any ice on it, the calves pushed through it themselves.

Lower the water level to about 6" down from the top, and it will stay clear better. Ideally, the water level would be close to or just a bit above ground level.
Don't worry, the cattle will reach it.
