I don't know if such an organization is real or not.    But,  is there a Border Collie Rescue group?    We have  local people here that run around Missouri,  Illinois and Iowa hauling dogs around from shelter to shelter.   Some of these go to  a Cocker Spaniel Rescue group.    I know when I wanted my tenant to get rid of their Belgian Malamute I found a rescue organization for them.   I'm thinking an organization that specializes in Border Collies would not be against outside dogs.       But,  I'd bet they still aren't cheap.   
I grew up with Lassie  collies.   Probably like all farm kids back then we had a Lassie and a Puff.
