If you pay too much for the quota, I don't see how it's any different than paying too much for land, buildings, cattle or equipment. They didn't go from 80 in 1965 to 1,800 without buying more quota, did they?
Perhaps buying quote when/how they did might fall under the “do something stupid” category.
