Marketing doesn't start once the the crop hits the bins. There are lots of ways to market crop both pre and post harvest even without bins. There are very few ways to grow a crop without proper drainage in some fields. It all comes down to how bad the farm needs tile. If it is cutting yield by 5-10 bushel is one thing....50 is entirely a different situation. Best case scenario is to do both but that didn't seem like the question. Both are long term solutions so may not have to be an either or question.
