PNW | Not sure if anyone will see this, but wanted to provide an update in case this shows up in future searches.
The issue was indeed a stuck lift control valve. I first tried reaching it from the LH side cover on the rear axle housing to avoid removing the lift cover, but was unable to get enough access to free it. Once the top cover was removed, it was fairly easy to tap the spool out of the bore from the back side, clean it up, and re-install.
The 3 point will now raise and lower as it should, but the hydraulics seem to be constantly pushing over relief. I think this is related to the external priority/unloader valves mounted on top of the lift cover, but have created a separate post for it here (https://talk.newagtalk.com/forums/thread-view.asp?tid=1184338).
