Start with a new battery or swap with one out of something that you know is working.
My Snorkel has a battery disconnect that can be troublesome. My JLG does not.
I have a GMC 6500 that was a bear to start in cold weather. It has an automatic 12 volt manifold heater that eats up a lot of battery amps. New batteries didn't fix it. New starter didn't fix it. Finally installed new battery cables and it turns over like it is new.
