Subject: JLG manlift with Deutz diesel not cranking in cold

SE MN
JLG 600AJ with a Deutz F4M 2011 with 5400 hrs.
I just bought this used. When I looked at it was 60 degrees and it clicked but didn't turn over. Figured the battery was bad. The guy put a big charger on it for a few minutes and it started right up.
When it was delivered it was 45 or 50 degrees and the guy put a big jump pack on it and it started right up.
It is now 15 degrees and it was stone dead so I put a charger on it for a few minutes then turned it to 200 amp boost and it clicked but didn't turn over.
Got a pickup with V10 gas engine and hooked jumper cables direct to the starter stud and engine block. It would turn over maybe 1 revolution then stop. With a big battery hooked direct to the starter seems like it should turn over strong unless the starter has problems.

It has the cold weather package which is a block heater, oil pan heater, battery heat blanket and a heating element in the bottom of the hydraulic reservoir. JLG says that cold weather package is only needed below 0 degrees.

Can a starter work great when warm and be very weak in the cold? The battery cable goes from the battery to the starter stud, so unless the cable has a problem in the cold, there shouldn't be any other components to cause problems.
