I agree with the tire soap/paste diluted with water. The stuff I use can be anything from dishwater to slime to the paste like it comes out of the bucket.

I’m not sure how it would break the stuck tire loose from the bead but it won’t hurt. Only thing I can see that would really do that is something to soften rubber like WD40 or diesel or something that would eat rust like a weak acid solution such as OSPHO but you would want to wear eye protection since the acid solution will splatter when breaking the bead loose.
