Just fill in the top and grind it back round a little at a time till you can drive the bushing in, not going to be fun though as will be welding overhead, one I did that was was the axle was wore so I could tip it upside down to do it.

Edit: It is not high speed so does not need to be perfect, you take your time using an old school inside caliper it is not that hard to do a good job, I know sounds kind of sketchy, but neighbor, old guy ran a welding shop told me to do it on my tractor and it worked out real well. As I read more comments sound like you can get that piece off to work on it, not familiar with that era of JD so was not sure if you could or not in my previous comment.
