I'll give it a try.
This says the height (or diameter) of a 16.9 tire is 62.4 inches.

Let's say your tire is 17 inches wide, and your chain "width" is 24 inches.
When you put the chain on the tire, it reduces the tire diameter by 7 inches (I'll use 5 feet for overall tire diameter and 4.5 for the reduced size)
Circumference is: pi R squared
pi is 3.14
Radius is 2.25, so pi X (2.25 X 2.25) = 15.89 feet
Ballpark figure, I'll say a chain 2 feet wide needs to be a minimum of 16 feet long (lot of numbers rounding in my figures), a wider chain can be shorter in length.
