Well, to be fair- an adjuster, auditor, somebody had to have caught wind of something sketchy long ago.   It would take considerable time to pursue and document enough evidence to build a case like this.   For starters, proving a pattern of fraudulent intent vs. just an isolated weather event would not be fast.  And probably would be best served by giving a little more rope for the victim to get greedier before hanging himself.
