In the bar at the top of network try typing the computer name like \\dell-laptop.
Sometimes if it has connected first time it will do it more reliably next time.
You can also try creating homegroups but I find usually no need if you have set up sharing correctly on what you want/need to share.

On the folders you want to share go into properties and share there too it's best to share individual folders (sub-folders will be included) rather than a whole drive - but that can work too. From your post it's not clear if you did this or only went into sharing settings in network.
