We spread litter on top and do not work it in as we are 99% notill (just work something if tile it) and 100% cover crops. Soil biology is active and we try to spread manure every year to keep it cycling. With a yield goal of 225, on soybean stubble, I will spread 100-120 units N as chicken manure, usually about 2 ton an acre, and sidedress an additional 60-75 units N as 32% around June 1st.

If you feel like it, vertical till will throw a little dirt and would be less passes and work then to chisel plow and another spring pass to level. I vertical tilled for about 5 years, back before went notill 8-10 years ago. Really it will depend on your individual mindset and goals if you determine it is successful or not.
