If your dealer has installed tilt sensors on a draper head, they will have a sensor tester. It plugs into the sensor and has it's own battery power to check the sensor. At least you can separate the header from the combine being the problem.

The sensor is not a potentiometer, it is a hall effect sensor so there are no actual moving parts inside just a "magnet".
