A bill is bipartisan because it was drafted by legislators, in this case senators, from both parties…..pretty simple. Evidence that it was a compromise is that both parties had members that wouldn’t vote for it. Compromise bills seldom please every last member or either party. They are usually only acceptable to the centrist members.
