Kinda reads that way to me, but I'll grant the $750 limit is more a general picture I've seen people painting and not particularly in this thread.

So what's the forest? That money can't be spent at all on migrants? My point is that this particular spending didn't make a statistical difference to the situation. Put that $650 million towards disaster support and they're still going to end up in a shortfall for the season or come awfully close. FEMA funding is a broader issue within the government and even then I don't think it's accurate to say that if we stopped humanitarian funding that suddenly everything would be fixed; it's a much broader issue than just that.
