Equity…….who do you not want that to apply to?

Climate resilience……..seems pretty spot on to me…….how about we don't subsidize folks to rebuild in flood plains and concrete and dike all the rivers so there’s nowhere for water to go after it falls out of the sky.

Of note, TVA system seems to have come through this all without major problems. Lots of good engineering done in the 1930’s apparently. TVA size failures could have been in a whole different dimension from this one.

Readiness………yeah, I assume that’s a given but wouldn’t hurt to put it above the other two just to signal all the critics. Of course readiness is judged by performance, not by where it’s ranked on some sort of mission statement.
