Wisconsin		probably the only relevant answer. In WI, you can file any deed you want on your own, but a metes and bounds subdivision has to be surveyed. If you could break it down to small enough quarter of quarters of... you could describe it in section terms, but you need the surveyor anyway to get the right ones.
