guessing - from what I've seen around here. A contractor is checking soils for structural conditions (type of soil, rocks, hard pan, rock shelf). They can get burned (not bid in price) if there are rocky conditions and when installing the electrical wires, have to incase and/or hall in virgin sand for bedding . . . .  that's my guess. .
