Pilot Grove, Missouri | I'm on both the school board (VP) and fire protection district (Secretary). We 2nd every motion before a vote. I've never seen a motion not receive a 2nd in all the years on either board. Most of the motions are routine procedural or listed agenda items. The very few that are more open in nature then the discussion beforehand brings consensus to what decision is going to be made then the motion is worded correspondingly and it passes. A dissenting vote is very very rare.
I will point out that in the state of Missouri legally required board training I took for the fire district, our instructor was quite adamant that it was improper procedure for boards to 2nd each motion before having the chair call for the vote. In Missouri some ambulance districts can have a board as small as 3 members - he stated in that particular case as soon as a motion is made and 2nd it's legally passed. He said that was very problematic to conduct the meeting that way apparently in regards to some state statues or regulations (which he didn't explain in detail)? His instruction though applied to all boards no matter the size. That said, we haven't changed our board practice.
