North Central Iowa | The motion without a second died due to lack of a second. The chairman should have stated this and it should have been receivers in the minutes.
As far as adjourning the meeting, it is within the rights of the chairman to handle small matters that regularly come up without having a formal motion, second, and vote. In the case of adjournment, the chairman should declare the meeting adjourned and the minutes should state that it was adjourned by consensus. I can't remember all of the particulars for the terms in Roberts rules regarding these items, but I'm relatively confident on the second item and definitely on the first.
