As long as traffic was under 25 mph it's perfectly legal here in MN, and 5 other states. Now I'm assuming they were traveling much faster than 25. but my point is the government has deamed it safe, so like all things, people will push it to the extremes. Personally I think it's super dumb, and is just a vote buying ploy by MR. WALZ.
